UPAYA PENINGKATAN PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN DESA MELALUI PROSES PERBERDAYAAN (STUDI KASUS DI KEL. NGAGLIK KOTA BATU)
Abstract
Many empowerment programs implemented to the community have not been able to reduce or reduce poverty in Indonesia in general. The failure of empowerment is often also colored or caused by inadequate capacity of actors, including in terms of structuring participation as an instrument and process in empowerment. Departing from this thought, researchers are interested in exploring the implementation process in Ngaglik Village. This research was conducted using qualitative research. The results of the research in the field indicate that empowerment in the Ngaglik Village area involves actors in a number and complex manner. The government as a bureaucratic organization with very legal conditions is no longer the only dominant actor, but has various roles with other empowerment institutions. The actor or process of transferring power and authority is also an integral part of the empowerment process itself. Other important actors in empowerment are Kelurahan (LPMK) which in addition to being a Community Empowerment Institution. Community empowerment in Ngaglik Village as a whole has been running or has been implemented properly, some of which have resulted in positive real impacts for the community, such as the revolving of funds for productive economic activities. Empowerment programs based on their formulation and implementation initiatives can be divided into centralized empowerment programs (nationally based) and empowerment programs based on local initiatives. Even though it has produced several positive outputs and outcomes, the implementation of the empowerment program still requires efforts to reform and improve. This is inseparable from the fact that shows that the implementation of the program still faces many obstacles, both related to the conception and behavior of the target group (community).
